WHOIS does not represent anything; rather, it is understood as “who is.” This phrase is capitalized because it is a query and response protocol used to query a database containing users with registered IP addresses when looking up WHOIS IP addresses. The WHOIS protocol is also used to query other types of databases that contain similar information about domains.
